Work Session

The work session of the Mayor and Council of the City of Gooding, Idaho was called to order at 6:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on February 6, 2017.

Roll Call

Present were Mayor Nelson, Councilpersons Arkoosh, France and Magnelli.  Councilwoman Houser was not present.

Staff

Present were City Clerk Hollye Lierman, Public Works Director Todd Bunn, Assistant      Public Works  Director Larry Bybee, Police Chief Chris Ward and Ordinance Officer Mike Kelley.

Visitors

None.

Gooding Municipal Airport FBO Sale and Lease Back Agreement: Discussion was held and the Council has decided to remove the item from the agenda.

Gooding Municipal Airport Hanger Application: Discussion was held and the Council has decided to remove the item from the agenda.

Airport Fuel Concession Lease Agreement: Decision was made that a meeting with Airport Manager Dale Thomas needs to be scheduled to discuss fuel prices.

Airport Manager Agreement: Decision was made that a meeting with Airport Manager Dale Thomas needs to be scheduled.

Animal Shelter Hours and Fees: Chief Ward discussed fees that other shelters were charging. The Council agreed that they needed to meet with the Gooding County Commissioners to discuss the hours and fees for the animal shelter.

Regular Meeting

The regular meeting of the Mayor and Council of the City of Gooding, Idaho was called to order at 7:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on February 6, 2017. Pledge of Allegiance was led by Attorney Craig Hobdey.

Present were Mayor Nelson, Councilpersons Arkoosh, France, and Magnelli. Councilwoman Houser was not present.

Visitors

Present was Assistant Public Works Director Larry Bybee, Brandee Sabala – Gooding      Elementary School, Doug Owen – Gooding High School, Tracie Anderson – Gooding Middle School, Terry Platts – City Planning & Zoning, Karolyn Gaines – Worldwide Properties and Scott Allen – JUB Engineers.

Changes to Agenda (Idaho Code 67-2343 Sec 4 (b))

Councilman Arkoosh made a motion to add GDA Engineering Selection to the agenda. Motion seconded by Councilman Magnelli. Motion carried.

Consent Calendar

(Consent Calendar contains items which require formal Council action, but which are typically routine or not of great controversy. Council members can approve the items listed on the consent calendar as one item or, if finding a correction needs to be made, can pull that item for discussion.  There will be no separate discussion on these items unless a Council Member or a member of the audience requests removal of the items from the Consent Calendar.)

Mayor Nelson asked, “Consent Calendar Items numbered are before you, are there any items to be removed?”  There being no objection, Councilman France moved to approve the Consent Calendar.

  2. Accounts Payable in the amount of $233,673.67
  3. Payroll in the amount of $130,493.90

Motion seconded by Councilman Arkoosh.  Motion carried.

Visitors Business

Karolyn Gaines – Worldwide Properties: Mrs. Gaines proposed the City of Gooding absorb the park area in her Clover Creek Subdivision when it is developed. Mrs. Gaines stated the land would be deeded to the City of Gooding. The park would include benches and picnic tables. The two other areas she would like to deed to the city would be low maintenance landscaping and would adorn a welcome sign. The proposed areas would be maintained by sprinkler systems.

Councilman Arkoosh stated the Council will meet with PWD Bunn to discuss the proposal.

Public Comment

Brandee Sabala & Doug Owen: Brandee Sabala, Gooding Elementary Principal, and Doug Owen, Gooding High School Principal, shared some of the duties the School Resource Officer performed and the need for an S.R.O. Mrs. Sabala stated the S.R.O. helped with attendance, problematic behaviors, restraints and is a great liaison for the school. She stated she feels having the S.R.O. in the school builds a positive relationship between kids and law enforcement. The S.R.O. is able to keep the school informed about sex offenders in the area, monitoring child custody cases and no contact orders. Mr. Owen stated he has never had a better experience as he has had with the Gooding City Police Department. He feels having and S.R.O. gives the school a sense of security.

The Council understands the importance of an S.R.O. in the school. Chief Ward is currently working on a grant to help with funding an S.R.O. and as soon as it’s possible the City Police Department will fill the S.R.O. position.

Planning & Zoning Vacancy: No discussion at this time.

New Business

Planning & Zoning Commission Recommendation for Clover Creek Subdivision: Terry Platts, City Planning & Zoning Chairman stated the City Planning & Zoning Commission had a meeting on January 30th for the Preliminary Plat Application Review for the Clover Creek Subdivision. The P&Z Commission approved the Preliminary Plat Application.

Preliminary Plat Review for Clover Creek Subdivision: After review of the Preliminary Plat Application for Clover Creek Subdivision Councilman Arkoosh made a motion to approve the Preliminary Plat Application for Clover Creek Subdivision. Motion seconded by Councilman France. Motion carried.

Proposed Fence Ordinance: PWD Bunn presented a proposed fence ordinance to replace the existing ordinance. Attorney Hobdey will look over the proposal.

Delinquent Accounts to be sent to Statewide Collections: Councilman France made a motion to approve the delinquent account list to be sent Statewide Collections. Motion seconded by Councilman Magnelli. Motion carried.

Reschedule February 20th Meeting – Presidents Day: Councilman France made a motion to reschedule the regular city council meeting date from Monday February 20, 2017 to Tuesday February 21, 2017. Motion seconded by Councilman Magnelli. Motion carried.

Authorization for Assistant Public Works Director Larry Bybee to sign the NetDMR: PWD Bunn suggested to authorize Assistant Public Works Director Larry Bybee to be the signer for the Network Discharge Monitoring Report permits for the Wastewater Treatment Plant. Councilman Arkoosh made a motion to allow Assistant PWD Larry Bybee to be the signer for the NetDMR permits. Motion seconded by Councilman Magnelli. Motion carried.

GDA Engineering Selection: The City submitted the Requirements for Qualification for planning consultants for the Airport. The City received one proposal from GDA Engineering. The committee met, reviewed and scored the proposal and it is their recommendation to hire GDA Engineering to be the Planning Consultants for Aviation for the Gooding Municipal Airport for the next 5 years. Councilman France made a motion to approve GDA Engineering to be the Planning Consultants for the Gooding Municipal Airport for the next 5 years. Motion seconded by Councilman Arkoosh. Motion carried.

Department Reports

Police Chief Chris Ward: Police Chief Chris Ward thanked Mrs. Sabala and Mr. Owen from the Gooding School District for their support during this time.

Chief Ward will be attending a grant writing class February 22-24, 2017 in Pocatello.

Chief Ward gave kudos to Officer Wrigley. Officer Wrigley made a traffic stop yesterday and they made 2 arrests. From those arrests they were able to solve a burglary and recover the property. They also made 3 additional arrests and Lincoln County is currently out on a search warrant as part of the investigation.

Fire Chief Brandon Covey:  Fire Chief Brandon Covey stated they bought a snow blower to help with snow removal. Chief Covey and 3 volunteers went out and found the fire hydrants and dug them out.

Shawn Beerly, Gary Beerly, Alex Anderson and Adrian Manzo have recently joined the fire department.

The department will start their basic EMT courses on February 23, 2017.

On February 17-19, 2017 ten firefighters will be going to the fire academy in Burley.

The fire inspections will begin next week. A couple of businesses in town are a concern.

Public Works Director Todd Bunn: PWD Bunn stated Assistant Public Works Director Larry Bybee has been with the City for 2 weeks now. They have been working very well together. Larry brings a lot of knowledge with him and it should be a smooth transition.

Assistant Public Works Director Bybee is grateful for all of Todd’s help and patients during this transition.

With all of the water run off PWD Bunn is going to order approximately 2,000 sand bags. We can order sand bags at .30¢ each from Franklin Building Supply. Gooding County currently has 7,000 bags on hand.

Library Director Cindy Bigler: Library Director Cindy Bigler presented the January stats to the Council.

She also stated that it’s a great blessing to have an opportunity to work with the Gooding School District.

Attorney Craig Hobdey: Attorney Hobdey submitted letters and notices of interest to the Council.

City Clerk Hollye Lierman: City Clerk Hollye Lierman submitted letters and notices of interest to the Council.

Executive Session:  Councilman France moved to adjourn into executive session in accordance with Idaho Code 74-206 Section (f) to communicate with legal counsel at 8:21 pm. Motion seconded by Councilman Arkoosh. Upon roll call, Councilpersons Arkoosh, France and Magnelli voted aye. Motion carried.

The meeting reconvened at 8:40 p.m.

There being no further business, the meeting adjourned.
