Regular Meeting

The regular meeting of the Mayor and Council of the City of Gooding, Idaho was called to order at 7:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on November 7, 2016. Pledge of Allegiance was led by Library Director Cindy Bigler.

Roll Call

Present were Mayor Nelson, Councilpersons Arkoosh, France, Houser and Magnelli.

Changes to Agenda (Idaho Code 67-2343 Sec 4 (b))

Councilman France made a motion to add an Executive Session to discuss legal matters.   Motion seconded by Councilwoman Houser. Motion carried.

Consent Calendar

(Consent Calendar contains items which require formal Council action, but which are typically routine or not of great controversy. Council members can approve the items listed on the consent calendar as one item or, if finding a correction needs to be made, can pull that item for discussion.  There will be no separate discussion on these items unless a Council Member or a member of the audience requests removal of the items from the Consent Calendar.)

Mayor Nelson asked, “Consent Calendar Items numbered are before you, are there any items to be removed?”  There being no objection, Councilman France moved to approve the Consent Calendar.

New Business

Gooding City Planning & Zoning – Terry Platts, City Planning & Zoning Chairman: Mr. Terry Platts was not present but had informed Attorney Hobdey the City Planning & Zoning gives their approval for the proposed annexation for Worldwide Properties, LLC. Karolyn Gaines with Worldwide Properties, LLC stated there were some citizens that attended the public hearing but there were no objections. Councilman France asked if there was any discussion regarding the letter from Mr. Lonnie LeaVell regarding the CAFO north of the proposed annexation. City Clerk Lierman stated the letter was discussed and Dave Kaneaster stated he has lived south of the CAFO for years and they have never had a problem with smells or noise.

Schedule a Public Hearing for Worldwide Properties, LLC Annexation: The Council felt that the City Planning & Zoning Public Hearing was sufficient. Attorney Hobdey will create the annexation ordinance and the first reading will be November 21, 2016 at the next city council meeting.

Employee Appreciation: The 2016 Christmas gift cards will be purchased from M & W Market to show appreciation to the City of Gooding’s employees. Councilman Arkoosh made a motion to approve the employee appreciation list. Motion seconded by Councilman Magnelli. Motion carried unanimously.

Request for Gooding School District Baseball Dugout Permit Fees to be Waived: Councilman France made a motion to waive the permit fees for the Gooding school district dugout. Motion seconded by Councilwoman Houser. Motion carried.

Fisher’s Technology Proposal: Fisher’s Technology submitted a proposal to the City of Gooding for Laserfiche Electronic Content Management and for I. T. services. The Laserfische Electronic Content Management quote includes the software, training and support for $150.00/month and the User License at $16.00 per user/per month. The I.T. quote includes an upfront charge of $15,200.00. The upfront charge includes the 2 servers, cables, power strips, sinology RS2416 with 24TB and the labor to install. The monthly charges for the I.T. are $100.00 per user/per month and include the hosted cloud email and full office 365 professional. Councilman Arkoosh made a motion to approve the Fisher’s Technology proposal. Motion seconded by Councilwoman Houser. Motion carried unanimously.

2017 Graduating Class Donation: Councilman Magnelli made a motion to donate $100.00 to the 2017 graduating class for the Grad Night 2017- all-night, drug and alcohol-free party for the seniors. Motion seconded by Councilman Arkoosh. Motion carried unanimously.

Department Reports

Police Chief Chris Ward: Police Chief Chris Ward was not present.

Fire Chief Brandon Covey:  Fire Chief Brandon Covey stated his department has been slow. They have had a little over 200 calls for the year. They have been working on an Assistance Fire Fighter Grant for new turn outs that need to be replaced. After taking time off in October his department in back to training.

Public Works Director Todd Bunn: PWD Bunn stated the East Park project was extremely successful. It was done in short order due to the weather. The park was somewhat destroyed and will need repaired in the spring. His crew spent 2 weeks at the park and they will be doing catch up on the fall clean up and road patching. Next week he will be gone along with Paul Childs, Waste Water Treatment Plant Operator. They will be flying to Kansas with Keller Associates engineers to review the new technology for the waste water treatment facilities. The trip is all paid for by the company that is producing the waste water treatment plants.

Library Director Cindy Bigler: Library Director Cindy Bigler presented her library stats to the Council. She stated her numbers are up a little from last year. They were at the East Park for the ribbon cutting and Halloween event. She stated it was great to talk to people she doesn’t normally get to talk to and get the feel for what people want if they were to become a district library.

Attorney Craig Hobdey: Attorney Hobdey submitted letters and notices of interest to the Council.

City Clerk Hollye Lierman: City Clerk Hollye Lierman submitted letters and notices of interest to the Council.

Executive Session:  Councilman France moved to adjourn into executive session in accordance with Idaho Code 74-206 Section (f) to communicate with legal counsel at 7:47 pm. Motion seconded by Councilman Arkoosh. Upon roll call, Councilpersons Arkoosh, France, Houser and Magnelli voted aye. Motion carried.

The meeting reconvened at 8:05 p.m.
