Public Hearing

The Mayor and Council of City of Gooding, Idaho held a Public Hearing at the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on February 2, 2015 at 6:30 pm.

Roll Call

Present were Councilpersons Arkoosh, France, Houser and Magnelli. Mayor Nelson was not present.

Visitors

None.

Purpose

Council President Vern France opened the public hearing. The purpose of the hearing was to take testimony concerning the annexation for a parcel of land, including Blocks 2, 3, 7, and public rights-of-way, of University Place Subdivision, in the SW ¼ of the SW 1/4, Section 5 Township 6 South, Range 15 EBM, Gooding County, Idaho. Council President France asked for questions and/or comments from the public. There were none. Council President France closed the hearing.

There being no further business the public hearing closed.

Regular Meeting

The regular meeting of the Mayor and Council of the City of Gooding, Idaho was called to order at 7:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on February 2, 2015. Pledge of Allegiance was led by Fire Chief Brandon Covey.

Roll Call

Present were Councilpersons Arkoosh, France, Houser and Magnelli. Mayor Nelson was not present.

Changes to Agenda (Idaho Code 67-2343 Sec 4 (b))

None.

Consent Calendar

(Consent Calendar contains items which require formal Council action, but which are typically routine or not of great controversy.  Council members can approve the items listed on the consent calendar as one item or, if finding a correction needs to be made, can pull that item for discussion.  There will be no separate discussion on these items unless a Council Member or a member of the audience requests removal of the items from the Consent Calendar.)

Councilman France asked, “Consent Calendar Items numbered are before you, are there any items to be removed?”  There being no objection, Councilman Arkoosh moved to approve the Consent Calendar.

  1. Minutes of the January 20, 2015 Meeting
  2. Accounts Payable in the amount of $124,462.44
  3. Payroll in the amount of $120,031.28

Motion seconded by Councilman Magnelli.  Motion carried unanimously.

Visitors Business

Nate Walker with Boy Scouts of America stated Troop 133 attended the meeting to work on the Citizenship in the Community Merit Badge.

Unfinished Business

Annexation of the Rural Fire Department Land:  Councilman France stated the Public Hearing is concluded. Attorney Hobdey will prepare an ordinance for the next council meeting.

Rangen Water Call: Attorney Hobdey stated Rangen has not opposed the Mitigation Plan but the Director still wanted to continue with the hearing that was held on January 30, 2015. There was not an opposition of any of the evidence. The Director’s position is that the cities should not gain any relief from the curtailment order for non-consumptive water use, which is the water we use for showering, dishes, etc. If the Director rules that the non-consumptive water use may count as consumptive use we will then need to double the water use that is now provided.

Gooding Country Club Lease:  Gooding Country Club lease is tabled for a work session.

Dog Shelter: Public Works Director Todd Bunn stated Larry Rice at Franklin Building Supply is working on the cost estimate. Bill Korsen will be sending the plans to a block layer that will give an estimate for the cost to build the block portion of the building.

Gooding Historical Society Lease: Attorney Hobdey stated he has provided a copy of the addendum to the lease. The addendum includes the sliver of land that was not included into the original lease. Councilman Arkoosh made a motion to approve the addendum to the Gooding Historical Society Lease. Motion seconded by Councilman Magnelli. Motion carried unanimously.

New Business

Property Purchase from Gooding Urban Renewal Agency in the Industrial Park: Tabled for the next council meeting.

Department Reports

Police Chief Chris Ward: Police Chief Chris Ward submitted his end of the year report to the Council. Chief Ward reported in 2014 the Gooding City Police had 431 reported incidents, 277 agency offenses charged, 128 officer citations and 3,992 calls for service. Chief Ward also stated that his department has been assisting Gooding County in Wendell with search warrants. They have recovered 2 ounces of methamphetamine, 2 stolen guns and stolen cash.

Fire Chief Brandon Covey: Fire Chief Brandon Covey reported they have had 14 calls already this year and 13 of them were in the city. They are sending 9 firefighters to the Southern Idaho Fire Academy and 6 firefighters passed their fire codes exam. In 2007 the department received a grant. They purchased 25 sets of turnouts and at that time they were approximately $2,000.00 each. Since 2012 they have been trying to buy 2 sets of turnouts a year because in 2017, the turnouts purchased in 2007 will no longer be good. The costs of the turnouts are now $2,500.00 each. By purchasing 2 turnouts per year the cost will not be such a burden.

Public Works Director Todd Bunn: PWD Bunn stated he does not quite have the final design on the skate park but when we do receive it we will set up the next public meeting so that we can gather input from the public. Construction should start in April and be finished by July.

Library Director Cindy Bigler: Library Director Cindy Bigler stated January was a slower month for them. She reported 1900 patrons, 2000 materials that were checked out, 263 people attend different programs, she had 9 attendees at the budget class, 150 patrons that came in for the maker station, outreach was 400 and the computers were 830. Cindy stated a patron put the library in for a grant. The library received the grant for $2500.00 and can be used to update children books and literacy bags. Cindy stated she put in for the Idaho Power Empowering Grant which they received in 2013.

Attorney Craig Hobdey: Attorney Craig submitted letters and notices of interest to the Council.

City Clerk Hollye Lierman: City Clerk Hollye Lierman submitted letters and notices of interest to the Council.

Executive Session:  Councilman Arkoosh moved to adjourn into executive session in accordance with Idaho Code 67-2345 Section (b) to consider the evaluation, dismissal or discipline of an employee.  Motion seconded by Councilman Magnelli.  Upon roll call, Councilpersons Arkoosh, France, Magnelli and Houser voted aye.  Motion carried.

There being no further business, the meeting adjourned.
