Regular Meeting

The regular meeting of the Mayor and Council of the City of Gooding, Idaho was called to order at 7:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on August 4, 2014.

Changes to Agenda (Idaho Code 67-2343 Sec 4 (b))

Councilman Arkoosh moved to add “Flextechs- Storagecraft Quote”, “Valley Country Store- Sign Permit” and “Municipal Fees- Water and Sanitation” to new items.  Motion seconded by Councilman France.  Upon roll call, Councilpersons Arkoosh, France, Houser and Magnelli voted aye.  Motion carried.

(Consent Calendar contains items which require formal Council action, but which are typically routine or not of great controversy.  Council members can approve the items listed on the consent calendar as one item or, if finding a correction needs to be made, can pull that item for discussion.  There will be no separate discussion on these items unless a Council Member or a member of the audience requests removal of the items from the Consent Calendar.)

Mayor Nelson asked, “Consent Calendar Items numbered are before you, are there any items to be removed?”  There being no objection, Councilman France moved to approve the Consent Calendar.

Visitors Business

Sarah Zatica- Playground Equipment & Grants:  Sarah Zatica addressed the Council to give an update regarding playground equipment for younger kids under the age of five (5) for the City parks.  Sarah has helped create a volunteer group of citizens interested in raising money for park playground equipment called the Gooding Volunteer Group.  She has over 150 volunteers who have already raised over $3,000.00.  She is willing to write grants but will need the City’s endorsement and additional information from the City to apply.  The Council expressed interest in supporting Ms. Zatica’s efforts.  She will keep in touch with City Clerk Morri Hall as needed.

Unfinished Business

Annexation of Rural Fire Department Land:  The Council discussed the annexation of the Rural Fire Department Land into the City limits and whether other land owners around the property who receive city services should be annexed as well.  Attorney Hobdey advised the Council to have surveys done of the land they would like annexed and that he will need the legal descriptions to move forward.  The Engineers will be finishing the survey and legal description soon.

New Business

Annual Appropriations Ordinance 688- FY2014-15 Budget:  Pursuant to Idaho Code 50-1003 a proposed ordinance of the City of Gooding, Idaho was read fully and distinctly, the same relating to the annual appropriation budget, appropriating the necessary funds to defray the expenses and liabilities of the City of Gooding for the fiscal year beginning October 1, 2014 and ending on September 30, 2015, appropriating the sum of $9,488,176.00, and that the general tax levy of $935,620.00 on all taxable property be levied.

Councilman France moved that the same be numbered and adopted as Ordinance No. 688 of the City of Gooding and the second and third readings be waived.  Motion seconded by Councilman Arkoosh, and upon roll call the same was unanimously carried.

Idaho Power Franchise Ordinance- 689:  An Ordinance in accordance with Idaho Code 50-328, 50-329 and 50-329A granting a franchise to Idaho Power Company, was read fully and distinctly for the first time.

Surplus Property- Resolution 228:  Councilman Arkoosh moved to adopt Resolution 228, providing that certain items of personal property owned by the City be declared surplus and discarded.  Motion seconded by Councilman Magnelli.  Motion carried unanimously.

Flextechs- Storagecraft Quote:  The Council was presented with 2 quotes for Storagecraft, a data back-up application for the City’s servers.  A subscription would cost $74.46 per month or to purchase the application would cost $1,272.38.  The Council asked City Clerk Hall to look into Cloud options as well.

Valley Country Store- Sign Permit:  Councilman Arkoosh moved to approve the sign permit for Valley Country Store.  Motion seconded by Councilman Magnelli.  Motion carried unanimously.

Municipal Fees- Water and Sanitation:  The Council asked Attorney Hobdey to write a resolution to raise the metered water fees by 5% and include a new water debt fee of $9.02 per water connection, effective January 1, 2015.  They also asked Attorney Hobdey to write a resolution to raise residential 95 gallon garbage cans from $7.00 per can to $9.80, residential 300 gallon cans from $21.00 to $29.40, commercial 95 gallon cans from $21.00 to $29.40, commercial 300 gallon cans from $35.00 to $49.00 and commercial 95/300 gallon combo cans from $42.00 to $58.80, effective October 1, 2014.

Department Reports

Police Chief Chris Ward:  Police Chief Chris Ward reported that Linda Cheney met with him and would like to create a neighborhood watch for the City of Gooding.

Fire Chief Brandon Covey:  Fire Chief Brandon Covey reported that they have responded to 96 calls so far this year.  The department also helped Bliss with a fire last week and Wendell with a haystack fire.  Chief Covey plans to park the fire trucks along 7th Ave West with a Banner reading, “Slow down, schools back in session” during the first week of school.

Public Works Director Todd Bunn:  Public Works Director Todd Bunn was not present.

Library Director Cindy Bigler:  Library Director Cindy reported that the library served 2461 patrons, checked out over 3500 materials and read to 556 children for outreach events and story times.  The library also had 1062 computer log-ins.

City Clerk Morri Hall:  City Clerk Morri Hall submitted letters and notices of interest to the Council.  Clerk Hall also asked that everyone complete their online ICRMP courses so the City can receive a discount on their insurance.
