Regular Meeting

The regular meeting of the Mayor and Council of the City of Gooding, Idaho was called to order at 7:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on July 7, 2014.

Roll Call

Present were Councilpersons Arkoosh, France, Houser and Magnelli.  Mayor Nelson was not present.



Changes to Agenda (Idaho Code 67-2343 Sec 4 (b))


Consent Calendar

(Consent Calendar contains items which require formal Council action, but which are typically routine or not of great controversy.  Council members can approve the items listed on the consent calendar as one item or, if finding a correction needs to be made, can pull that item for discussion.  There will be no separate discussion on these items unless a Council Member or a member of the audience requests removal of the items from the Consent Calendar.)

Councilman France asked, “Consent Calendar Items numbered are before you, are there any items to be removed?”  There being no objection, Councilman Arkoosh moved to approve the Consent Calendar.

Unfinished Business

Annexation of Rural Fire Department Land:  The Council discussed the annexation of the Rural Fire Department Land into the City limits and whether other land owners around the property who receive city services should be annexed as well.  Attorney Hobdey advised the Council to have surveys done of the land they would like annexed and that he will need the legal descriptions to move forward.  The Engineers will be finishing the survey and legal description soon.

Budget Hearing: Scheduled for August 4, 2014 @ 6:30 pm

Schedule Budget Work Session:  A budget work session of the Mayor and Council of the City of Gooding, Idaho was scheduled for 6:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on July 14, 2014.

New Business

Airport Improvement Project No. 3-16-0014-009-2014:  Councilman Arkoosh moved to authorize the Mayor’s signature on Airport Improvement Project No. 3-16-0014-009-2014.  Motion seconded by Councilman Magnelli.  Motion carried unanimously.

France, Basterrechea, Wagner & Bunn:  The Council decided to hold on this agreement until the next meeting.

Authorization for Kathy Lehr and Morri Hall to attend the 2014 ICCTFOA Institute from September 17-19 in Boise:  Councilman Arkoosh moved to authorize for Kathy Lehr and Morri Hall to attend the 2014 ICCTFOA Institute from September 17-19 in Boise.  Motion seconded by Councilwoman Houser.  Motion carried unanimously.

Department Reports

Police Chief Chris Ward:  Police Chief Chris Ward reported that the Department is currently working with the FBI regarding a homicide that originated in Elko, NV.  Chief Ward also reported that the Department had a booth at the Fireman’s Barbecue and will help with parking and traffic control for the Gooding County Fair and Rodeo.  Officer Switzer will attend POST in September.

Fire Chief Brandon Covey:  Fire Chief Brandon Covey reported that 310 people attended the Fireman’s Barbecue this year.  The Fire Department has responded to a record number of brush and grass fires for this time of year.

Public Works Director Todd Bunn:  Public Works Director Todd Bunn reported that the City of Gooding was approved for a $92,000 Skate Park Grant and has a total of 2 years to spend the funding.  Director Bunn also reported that about a week ago 400 feet of sewer pipe had to be replaced at the intersection of US26 and SH46 because of the stop light project.  He also met with the Department of Environmental Quality last week and they are requiring the City to put in 3 monitoring wells for the water recharge project.  Brockway Engineering is working on a plan.  Mr. Bunn also reported that this years’ seal coating project is done and that City also helped the County and the City of Hagerman with their seal coating projects this year.

Library Director Cindy Bigler:  Library Director Cindy reported that the library served 2600 patrons, checked out over 3100 materials and read to 600 children for outreach events and story times.  The library also had 900 computer log-ins.  Cindy attended a meeting in Twin today where the Gooding Library was chosen to host “Stash or Cash Classes” to help prevent bankruptcy, teach safe banking, and learn about identity theft.  Only 12 libraries in Idaho were chosen for a grant written through the Idaho Commission for Libraries that will pay for 1 program a month.

Some events in July include summer reading for kids on Tuesdays and Thursdays at 10:00 am, summer reading for tweens & teens or maker camp on Tuesdays at 6:00 pm, summer reading for toddlers and pre-school kids on Wednesdays at 10:30 am, story time in the East Park on Wednesdays at 12:30 pm, adult book club on Thursdays at 6:00 pm, and various other specialized classes and activities.

City Clerk Morri Hall:  City Clerk Morri Hall submitted letters and notices of interest to the Council.

Executive Session:  Councilman Arkoosh moved to adjourn into executive session in accordance with Idaho Code 67-2345 Section (b) to consider the evaluation, dismissal or discipline of an employee.  Motion seconded by Councilwoman Houser.  Upon roll call, Councilpersons Arkoosh, France, Houser and Magnelli voted aye.  Motion carried.

The meeting reconvened and there being no further business, the meeting adjourned.
