Work Session

The work session of the Mayor and Council of the City of Gooding, Idaho was called to order at 6:30 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on January 21, 2014.

Roll Call

Present were Mayor Nelson, Councilpersons Arkoosh, France and Magnelli.  Councilwoman Houser was not present.

Purpose

In accordance with Idaho Code 50-1807 on or before the 4th Monday of January of each year the City Clerk shall prepare an assessment book.

The purpose of the special meeting was to study the number of lots billed and the estimated irrigation revenues, subsequently arriving at a reasonable sum for the ensuing calendar year.  Discussion was held and the Council would like to postpone this decision until the full Council is present.

Regular Meeting

The regular meeting of the Mayor and Council of the City of Gooding, Idaho was called to order at 7:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on January 21, 2014.

Roll Call

Present were Mayor Nelson, Councilpersons Arkoosh, France and Magnelli.  Councilwoman Houser was not present.

Consent Calendar

(Consent Calendar contains items which require formal Council action, but which are typically routine or not of great controversy.  Council members can approve the items listed on the consent calendar as one item or, if finding a correction needs to be made, can pull that item for discussion.  There will be no separate discussion on these items unless a Council Member or a member of the audience requests removal of the items from the Consent Calendar.)

Mayor Walt Nelson asked, “Consent Calendar Items numbered are before you, are there any items to be removed?”  There being no objection, Councilman Arkoosh moved to approve:

Motion seconded by Councilman Magnelli.  Motion carried unanimously.

Unfinished Business

Customer Service Policy:  The customer service policy puts in place fair and equitable policies to ensure the financial health and stability of the City of Gooding.

The work session of the Mayor and Council of the City of Gooding, Idaho was scheduled at 6:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on February 3, 2014.

Amend Zoning Ordinance for Utility- 3rd reading of Ordinance 686:  Ordinance 686 amending City Code 11-5-4 regarding the height restrictions for buildings and other structures was read by title for the third time.

Councilman France moved to approve Ordinance 686 amending City Code 11-5-4 regarding the height restrictions for buildings and other structures.  Motion seconded by Councilman Arkoosh.  Upon roll call, Councilpersons Arkoosh, France and Magnelli voted aye.  Motion carried.

Airport Hanger Purchase:  The Fixed Base of Operation (FBO) hangar is not currently owned by the City of Gooding.  The City of Gooding would like to purchase the FBO but would like to see an appraisal first.  Public Works Director Todd Bunn has contacted an appraiser and will report back to the Council when the appraisal is done.

Policy changes in the Police Department:   Chief Ward would like to simplify department policies presented in the last meeting.  The Council would like a review of the financial impact of raises suggested by the new policy changes before making a decision.  City Clerk Morri Hall and Police Chief Chris Ward let the Council know there would not be any financial impact on the Police budget regarding raises suggested by the new policy changes as long as overtime is managed appropriately.

Councilman Arkoosh moved to approve proposed Police Department policy changes presented in the last meeting.  Motion seconded by Councilman Magnelli.  Motion carried unanimously.

New Business

Authorization to attend Mountain West Institute held in Boise on March 19th thru the 21st:  City Clerk Morri Hall requested to attend the 2014 Mountain West Clerks and Treasurers Institute for an approximate cost of $536.00.

Councilman Arkoosh moved to allow City Clerk Morri Hall to attend the 2014 Mountain West Clerks and Treasurers Institute that will be held from March 19-21 at the Riverside Hotel at 2900 Chinden Blvd. at a total cost of approximately $536.00.  Motion seconded by Councilman Magnelli.  Motion carried unanimously.

Irrigation Fees:  The Council has decided to postpone this decision until the next Council meeting.

Declaration for a Drug Free Idaho:  Councilman France moved to authorize the Mayor’s signature on the Declaration for a Drug-free Idaho.  Motion seconded by Councilman Magnelli.  Motion carried unanimously.

Department Reports

Police Chief Chris Ward:  Police Chief Chris Ward reported that ten (10) burglaries have been solved in the last week and with the help of the County there was a drug bust on Main Street last week.

Fire Chief Brandon Covey:  Fire Chief Brandon Covey was not present.

Public Works Director Todd Bunn:  Public Works Director Todd Bunn hopes to have a decision from the Department of Water Resources regarding the recharge project very soon.

Mr. Bunn handed out example fence ordinances for the Council to review as the Gooding Fence Ordinance needs to be updated.  He would like the Council to give him feedback regarding the example policies and then he will provide a working document for review and comment.

There have been complaints from citizens regarding the hours of operation for the Tree and Brush Yard.  The Council decided to close the Tree and Brush Yard from December thru February but because of good weather this winter; people have been working in their yards then taking the yard waste and dumping it in the road, barrow pits and in front of the fence.  This costs the City extra money and time to clean up the mess.  The Council would like Public Works Director Todd Bunn to have a sign made stating the months the yard will be closed and directing people to drive their yard waste to the Transfer Station, North of Wendell.  The Council would also like a sign stating that violators who dump their yard waste outside the gates will be prosecuted.  Although the Council would like to see the City keep the Tree and Brush Yard, it will have to be closed if citizens do not stop abusing the privilege by dumping on the road, barrow pits and in front of the fence when it is closed.

Mr. Bunn will be meeting with Engineer Jim Mullen and the Department of Environmental Quality regarding their requirement for an environmental assessment on the possible recharge area before they will allow the City to move forward with the water project.

Mr. Bunn asked the Council if they are interested in him getting a bid to rock-face the front flower bed at City Hall.  The Council said they would like to see a bid.

Library Director Cindy Bigler:  Library Director Cindy Bigler was not present.

City Clerk Morri Hall:  City Clerk Morri Hall submitted letters and notices of interest to the Council.

Executive Session:  Councilman Arkoosh moved to adjourn into executive session in accordance with Idaho Code 67-2345 Section (f) to communicate with legal counsel and (b) to consider the evaluation, dismissal or discipline of an employee.  Motion seconded by Councilman Magnelli.  Upon roll call, Councilpersons Arkoosh, France and Magnelli voted aye.  Motion carried.

The meeting reconvened at 7:56 p.m.

There being no further business, the meeting adjourned.
