Work Session

The work session of the Mayor and Council of the City of Gooding, Idaho was called to order at 6:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on February 3, 2014.

Roll Call

Present were Mayor Nelson, Councilpersons Arkoosh, France, Houser and Magnelli.

Review Irrigation Fees

In accordance with Idaho Code 50-1807 on or before the 4th Monday of January of each year the City Clerk shall prepare an assessment book.

The purpose of the special meeting was to study the number of lots billed and the estimated irrigation revenues, subsequently arriving at a reasonable sum for the ensuing calendar year.  Discussion was held and the Council agrees the rates do not need to be increased at this time.

Review Customer Service Policy

The customer service policy puts in place fair and equitable policies to ensure the financial health and stability of the City of Gooding.  After discussion, the Council asked the Clerk to make several changes to the policy for review in the next work session.

Regular Meeting

The regular meeting of the Mayor and Council of the City of Gooding, Idaho was called to order at 7:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on February 3, 2014.

Present were Mayor Nelson, Councilpersons Arkoosh, France, Houser and Magnelli.

Consent Calendar

(Consent Calendar contains items which require formal Council action, but which are typically routine or not of great controversy.  Council members can approve the items listed on the consent calendar as one item or, if finding a correction needs to be made, can pull that item for discussion.  There will be no separate discussion on these items unless a Council Member or a member of the audience requests removal of the items from the Consent Calendar.)

Mayor Walt Nelson asked, “Consent Calendar Items numbered are before you, are there any items to be removed?”  There being no objection, Councilman France moved to approve:

Unfinished Business

Customer Service Policy:  The customer service policy puts in place fair and equitable policies to ensure the financial health and stability of the City of Gooding.

The work session of the Mayor and Council of the City of Gooding, Idaho was scheduled at 5:30 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on March 3, 2014.

Airport Hanger Purchase:  The Fixed Base of Operation (FBO) hangar is not currently owned by the City of Gooding.  The City of Gooding would like to purchase the FBO but would like to see an appraisal first.  Public Works Director Todd Bunn has contacted an appraiser and will report back to the Council when the appraisal is done.

Irrigation Fees:  After review of anticipated expenses for the irrigation department, no increase is needed for the 2014 irrigation season.  Councilman Arkoosh moved to set the 2014 irrigation rates at:

  • Irrigated lots- $39.91 per lot
  • Non-irrigated lots- $9.60 per lot
  • Irrigated acres- $103.85 per acre

Motion seconded by Councilman Magnelli.  Motion carried unanimously.

Transient Merchants/Peddlers:  In December, Public Works Director Todd Bunn presented the Council with examples of ordinances from other cities regarding transient merchants/peddlers.

New Business

Irrigation Board of Corrections:  Pursuant to Idaho Code 50-1807 the Irrigation Board of Corrections hearing was set for 6:30 pm on March 3, 2014 in the Municipal Building at 308 5th Ave West, Gooding, Idaho.  The purpose of the hearing is to correct any error or mistake that may have been found in the said assessments.  Such assessments levied for the maintenance and operation of the irrigation works.  The notice will be published in the Times News on February 20 & 27, 2014.

Meeting re-scheduled:  President’s Day is observed on February 17, 2014.  Therefore, the Regular Council meeting will be re-scheduled for Tuesday February 18, 2014 at 7:00 pm.

Councilman France moved to re-schedule the regular council meeting on February 17, 2014 at 7:00 pm to February 18, 2014 at 7:00 in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho.  Motion seconded by Councilman Arkoosh.  Motion carried unanimously.

Permission for Police Chief Ward to attend Annual Intermountain Command College- May 11-16, 2014:  Councilman Arkoosh moved to give Police Chief Ward permission to attend the Annual Intermountain Command College from May 11-16, 2014.  Motion seconded by Councilwoman Houser.  Motion carried unanimously.

Department Reports

Police Chief Chris Ward:  Police Chief Chris Ward reported that the police department solved fourteen burglaries this week after the suspect was caught, questioned and confessed to the burglaries.

Fire Chief Brandon Covey:  Fire Chief Brandon Covey reported that the fire department had 21 calls in January.  The level of service to the community from the fire department has increased as 19 of the volunteer fireman have an EMS license and 2 of the volunteers are working on more advanced training.  This more advanced training will lead to the fire department being able to start IV’s in the field as well as administer some specific medications if needed.

Fire department officers will attend training from February 7-9, 2014 in McCall.  Then from February 14-16, 2014 12 additional volunteers will attend the Fire Academy for training.

Fire Chief Covey requested that the City start the process to annex both parcels of land owned by the Rural Fire Department into the City limits.  Attorney Hobdey asked Mr. Covey to provide him with a formal letter with the legal description of the land.

Public Works Director Todd Bunn:  Public Works Director Todd Bunn gave the Council a copy of the Managed Recharge Legislation that is currently being worked on by the Legislature.  Mr. Bunn suggested the Council look at the city codes and consider changing misdemeanors to infractions.

Library Director Cindy Bigler:  Library Director Cindy Bigler reported that the library served over 1800 patrons in January with 3000 materials checked out and over 400 computer log-ons.  Magic Valley Bank matched donations of $3000.00 to help support the library.  Also there are currently 48 participants in the robotics program through the library.  Mrs. Bigler has been busy with outreach initiatives in Math, Science and Engineering.

City Clerk Morri Hall:  City Clerk Morri Hall submitted letters and notices of interest to the Council.
