Regular Meeting

 
The regular meeting of the Mayor and Council of the City of Gooding, Idaho was called to order at 7:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on November 4, 2013.

Roll Call
Present were Mayor Nelson, Councilpersons Arkoosh, France, Houser and Magnelli.
 
Visitors
Present were Enos Waddoups, Alfred Eichholtz, VJ Kuntz, Ian Kuntz and Jennifer Wheeler.
 
Changes to Agenda (Idaho Code 67-2343 Sec 4 (b))
Councilman Arkoosh moved to add “Library Credit Card Limit” to the agenda.  Motion seconded by Councilman France.  Upon roll call, Councilpersons Arkoosh, France, Houser and Magnelli voted aye.  Motion carried unanimously.

Consent Calendar

(Consent Calendar contains items which require formal Council action, but which are typically routine or not of great controversy.  Council members can approve the items listed on the consent calendar as one item or, if finding a correction needs to be made, can pull that item for discussion.  There will be no separate discussion on these items unless a Council Member or a member of the audience requests removal of the items from the Consent Calendar.)
 
Mayor Walt Nelson asked, “Consent Calendar Items numbered are before you, are there any items to be removed?”  There being no objection, Councilman France moved to approve:
 
1.      Minutes of the October 7, 17 & 21 & 28 2013 Meetings
2.      Accounts Payable in the amount of $51,579.99
3.      Payroll in the amount of $114,456.30
4.      Building Permits
5.      Sign Permit-Mountain States Cellular

Unfinished Business

Customer Service Policy:  The customer service policy puts in place fair and equitable policies to ensure the financial health and stability of the City of Gooding.  The Council has tabled this item until a separate work session can be scheduled to discuss it further.

Yard Sales- Proposed Ordinance 685- 3rd reading:  Ordinance 685 establishing criteria for garage/yard sales; establishing a penalty, setting an effective date, establishing severability, and repealing all ordinances in conflict was read by title for the third time.
 
Councilman Arkoosh moved that the same be numbered and adopted as Ordinance No. 685 of the City of Gooding.  Motion seconded by Councilman Magnelli, and upon roll call the same was unanimously carried.
 
New Business
 
Tree City USA- Intern wages to inventory public trees:  The City of Gooding has decided to hire a qualified intern from the College of Southern Idaho (CSI) to inventory the public trees in the summer of 2014.  The Council would like the city clerk to contact Gerry Bates from the Idaho Community Forestry Program to get an idea of how much a CSI intern should be paid and how long he feels the inventory would take before moving forward.
 
Memorandum of Agreement between Gooding Fire Department & Idaho Department of Lands- Authorization for Mayor’s Signature:  The Idaho Department of Lands (IDL) meets the requirements of the Department of Defense (DOD) Firefighter Property program authorized under 10 U.S.C. 2576B. Therefore the IDL can acquire vehicles and equipment through this program and make this property available to local government agencies for use in all emergencies which threaten the loss or damage to life or property.  The Gooding Fire Department would like to enter an agreement with IDL so they can participate in this program.
 
Councilman Arkoosh moved to authorize the Mayor’s signature on the Memorandum of Agreement between the Gooding Fire Department & the Idaho Department of Lands.  Motion seconded by Councilman France.  Motion carried unanimously.
 
Southfield Dairy Lease Renewal:  Southfield Dairy leases 20.22 acres of farmland from the City of Gooding.  After discussing the council decided to lease the 20.22 acres of farmland at a rate of $100 per acre per year.
 
Councilman Arkoosh moved to authorize the Mayor’s signature to renew the Southfield Dairy lease for the 20.22 acres of farmland at a rate of $100 per acre per year.  Motion seconded by Councilwoman Houser.  Motion carried unanimously.
 
Employee Appreciation:  To show appreciation for the work they do, Councilman France moved to reward full time employees with a $50.00 grocery gift card; the part-time/seasonal employees with a $25.00 grocery gift card; the voluntary board members with a $25.00 grocery gift card.  Motion seconded by Councilman Arkoosh.  Motion carried unanimously.
 
134 4th Ave West- Authorization for owner to remove trees:  Mr. Ian Kuntz asked the Council for permission to remove a 35 foot tree at 134 4th Ave West that is located in the City right-a-way.
 
Councilman Magnelli moved to allow the owner at 134 4th Ave West to remove a 35 foot tree in the City right-a-way.  Motion seconded by Councilman France.  Motion carried unanimously.
 
Certificate of Appoint Chief of Police:  Councilman France moved to appoint Chris Ward to the Chief of Police position.  Motion seconded by Councilman Arkoosh.  Motion carried unanimously.
 
Chris Ward was presented his Certificate of Appointment as Chief of Police and welcomed to the new position.
 
Oath of Office- Chief of Police:  City Clerk Morri Hall administered the oath of office to newly appointed Chief of Police Chris Ward.  Chief Ward signed the oath of office.
 
Library Credit Card Limit:  Councilwoman Houser moved to raise the library credit card limit to $2,500 for one year.  Motion seconded by Councilman France.  Motion carried unanimously.

Department Reports

Officer in Charge Sjuni Bunderson:  Officer in Charge Sjuni Bunderson submitted the monthly crime report and statistics for September.  He also reported that 8 people have been arrested in the last 2 days for drugs and stolen goods.  A lot of stolen property has been recovered.
 
Fire Chief Brandon Covey:  Fire Chief Brandon Covey reported that they had a house fire on Tuesday morning and had to call  other agencies into Gooding to help fight the fire.

Public Works Director Todd Bunn:  Public Works Director Todd Bunn reported that they City may have to pay an additional $2,296.10 in cash contributions as our share of the expenses for the Gooding Flood Control Project.
Library Director Cindy Bigler:  Library Director Cindy Bigler reported that the library served approximately 1700 patrons this last month and checked out over 3,000 library materials. 
 
City Clerk Morri Hall:  City Clerk Morri Hall submitted letters and notices of interest to the Council.
 
Executive Session:  Councilman France moved to adjourn into executive session in accordance with Idaho Code 67-2345 Section (b) to consider the evaluation, dismissal or discipline of an employee.  Motion seconded by Councilman Magnelli. Upon roll call, Councilpersons Arkoosh, France, Houser and Magnelli voted aye.  Motion carried.
The meeting reconvened at 8:45 p.m.
 
There being no further business, the meeting adjourned.
