Lincoln Inn Parking Lot Lease: Public Works Director Todd Bunn contacted Evaristo Mireles the owner of the Lincoln Inn. Mr. Mireles would like to take the time to review the lease before signing it. Customer Service Policy: The customer service policy puts in place fair and equitable policies to ensure the financial health and stability of the City of Gooding. The Council has tabled this item until a separate work session can be scheduled to discuss it further.
Yard Sales- Proposed Ordinance 685- 1st reading: Ordinance 685 establishing criteria for garage/yard sales; establishing a penalty, setting an effective date, establishing severability, and repealing all ordinances in conflict was read fully and distinctly for the first time. New Business Resolution 225– Authorization for Mayor’s Signature: Resolution 225 authorizes the Mayor to sign all applications, grant agreements, and other documents relating to drinking water planning grants. Councilman France moved to adopt Resolution 225 authorizing the Mayor to sign all applications, grant agreements, and other documents relating to drinking water planning grants. Motion seconded by Councilman Arkoosh. Motion carried unanimously. Resolution 226– Authorization for Destruction of Records: Resolution 226 authorizes the destruction of records that are not required to be retained as permanent records and have met the minimum retention period provided by the City’s record retention schedule and are no longer required by law or for City business. National Benefit Services Agreement- Authorization for Mayor’s Signature: National Benefit Services is the administrator of the City’s Health Reimbursement Plan (HRA). Councilwoman Houser moved to authorize the Mayor’s signature on the National Benefit Services Agreement. Motion seconded by Councilman France. Motion carried unanimously. Idaho Power- Process for proceeding with Glanbia expansion: The Council decided Idaho Power needs to go through the Planning and Zoning variance process for the power poles that will exceed the height restriction of City Ordinances.
Computer Network Assessment- Schedule a Work Session: A work session of the Mayor and Council of the City of Gooding, Idaho was scheduled for 6:30 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on October 21, 2013. AIC Fall Academies for City Officials: The 2013 AIC Academy for Newly Elected and Veteran City Officials is an opportunity for elected and appointed officials to receive valuable training on a wide array of topics. The next seminar is scheduled for Tuesday, November 19, 2013 from 9:00am-3:00pm at the Twin Falls Council Chambers at 305 3rd Ave East in Twin Falls, ID 83301. Mayor Walt Nelson, Councilman France, Councilwoman Houser and Councilman Magnelli plan to attend.
Officer in Charge Sjuni Bunderson: Officer in Charge Sjuni Bunderson submitted the monthly crime report and statistics for September. Fire Chief Brandon Covey: Fire Chief Brandon Covey reported that five volunteers attended the Rock Creek Training Academy last weekend. More volunteers will be attending the CSI EMS conference this weekend and four other volunteers plan to attend the Winter Trauma EMS training in Sun Valley on November 9th and 10th. The Gooding Fire Department is hosting a National Fire Academy Accredited Class on Leadership on November 9th and 10th as well.
Public Works Director Todd Bunn: Public Works Director Todd Bunn reported that the City had to fix two major leaks this last week. One was in the Fink addition along 9th Ave East and the other was along Main Street. The leak on Main Street had to be fixed under pressure as there were no isolation valves put in when the system was first installed. As part of the new water improvement project Mr. Bunn would like to see a valve maintenance program and updated water system map created.
Library Director Cindy Bigler: Library Director Cindy Bigler reported that the library served approximately 1200 patrons in September. They also served approximately 350 people in 15 outreach visits to preschools, daycares, public schools and private schools. The library had 4 story times serving approximately 113 people and a lapsit program serving approximately 43 kids under the ages of 3. The business community in Gooding has taken a very active role in supporting the library. Glanbia donated close to $9,000 which will be used to purchase 6 new desktops. Rotary has helped the library by applying for a robotic grant and the Magic Valley Bank and Edward Jones has been doing fund raising for the library. City Clerk Morri Hall: City Clerk Morri Hall submitted letters and notices of interest to the Council. Executive Session: Councilman France moved to adjourn into executive session in accordance with Idaho Code 67-2345 Section (b) to consider the evaluation, dismissal or discipline of an employee. Motion seconded by Councilman Arkoosh. Upon roll call, Councilpersons Arkoosh, France, Houser and Magnelli voted aye. Motion carried. The meeting reconvened at 8:45 p.m. There being no further business, the meeting adjourned.
