Work Session

The work session of the Mayor and Council of the City of Gooding, Idaho was called to order at 6:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on September 16, 2013.

Roll Call

Present were Mayor Nelson, Councilpersons Arkoosh, France and Houser.  Councilman Magnelli was not present.

Visitors

Present were Alfred Eichholtz, Dale Thomas and Marvin Kerbs.

Airport Engineers

Airport Engineer representative Marvin Kerbs reported that Idaho’s Federal Aviation Administration District Office has changed from Renton, Washington to Helena, Montana.  Mr. Kerbs and Airport Manager Dale Thomas feel it would be beneficial to schedule a face-to-face meeting with the district office to develop relationships with the people who can help the airport with future funding needs.

Mr. Kerbs also went over the 5-year capital improvement program for the Gooding Municipal Airport.  The apron, runway and taxiway are scheduled for rehabilitation in 2014.

Yard Sales- Proposed Ordinance 685

The Council did not have time to address this agenda item.  Another work session will be scheduled at a later time.

Regular Meeting

The regular meeting of the Mayor and Council of the City of Gooding, Idaho was called to order at 7:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on September 16, 2013.

Roll Call

Present were Mayor Nelson, Councilpersons Arkoosh, France and Houser.  Councilman Magnelli was not present.

Visitors

Present were Alfred Eichholtz, Enos Waddoups, Jack Rice and Gerry Bates.

Changes to Agenda (Idaho Code 67-2343 Sec 4 (b))

None

Visitors Business

Gerry Bates- Tree City USA:  Gerry Bates is from the Idaho Community Forestry Program and provides assistance in employee education for pruning of mature and young trees, tree insect and disease identification and suggests appropriate control measures, assistance with completion of a public tree inventory, the establishment of a long-term Community Forestry master plan, prioritization of management needs within the master plan, support and training for the City Tree Advisory Committee, Tree Ordinance review and recommendations for enhancement and identification of high risk trees at no cost the City of Gooding.  He would like to meet with the Tree Board on October 17, 2013 at 10:00am.

Unfinished Business

Lincoln Inn Parking Lot Lease:  Public Works Director Todd Bunn measured the parking lot and according to the description, the Lincoln Inn Hotel sits on part of the cities land.  Attorney Craig Hobdey will create a new lease for review by the Council.

Customer Service Policy:  The customer service policy puts in place fair and equitable policies to ensure the financial health and stability of the City of Gooding.  The Council has tabled this item until a separate work session can be scheduled to discuss it further.

Gooding Dog Group- Ordinance 684:  The proposed Ordinance No. 684 of the City of Gooding, Gooding County Idaho amending ordinance number 666 by amending section 8 regarding the redemption of impounded dogs was read by title for the second time.

Councilman Arkoosh moved to adopt Ordinance No. 684 of the City of Gooding and the third reading be waived.  Motion seconded by Councilwoman Houser.  Upon roll call, Councilpersons Arkoosh, France and Houser voted aye.  Motion carried.

Yard Sales- Proposed Ordinance 685:  The City has received several complaints from citizen’s regarding yard sales.  The complaints are about the number of yard sales one person can have, how long they can have a yard sale and that people attending the yard sales park in front of their mailbox preventing the Post Office from delivering.  A work session of the Mayor and Council of the City of Gooding, Idaho was scheduled for 6:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on September 23, 2013.

Cemetery Deed:  The Gooding Cemetery District is submitting an application to the U.S. Department of Veterans to be considered for the new location to build a Veterans Memorial Cemetery.  In preparation for submitting the application the Cemetery District found that the deed for the cemetery land is still in the name of the City of Gooding instead of the Cemetery District.  The Cemetery District would like the land deed changed to their name so they can finish their application to the U.S. Department of Veterans.  Attorney Hobdey will research the deed and get a copy of the property description.

New Business

ALSCO Agreement- Authorization to sign:  ALSCO is a vendor who delivers laundered carpets and coveralls to the City Shop, Police, City Office, and Fire Station on a weekly basis.  ALSCO brought in a 1-year contract to renew.  Councilman France moved to authorize Mayor Nelson’s signature on the ALSCO service contract.  Motion seconded by Councilman Arkoosh.  Motion carried unanimously.

Authority to Invest- Resolution 224:   Resolution 224 provides that the Gooding City Treasurer may deposit such sums as the Treasurer deems in the City’s best interest, in a savings account, time deposit accounts or other savings or checking account of any Federally or State chartered band or saving and loan institution located within the State of Idaho.

Councilman France moved to adopt Resolution 224 providing that the Gooding City Treasurer may deposit such sums as the Treasurer deems in the City’s best interest, in a savings account, time deposit accounts or other savings or checking account of any Federally or State chartered band or saving and loan institution located within the State of Idaho.  Motion seconded by Councilwoman Houser.  Upon roll call, Councilpersons Arkoosh, France and Houser voted aye.  Motion carried unanimously.

Idaho Department of Transportation- Authorization to sign:  The Idaho Department of Transportation (ITD) Project No. A012 (398) will be putting in a traffic signal at the State Highway 46- State Highway 26 intersection at the south end of Gooding.  ITD needs the City of Gooding to sign a letter agreeing to the abandonment of the irrigation system that is carried through the intersection in order to proceed.

Councilman Arkoosh moved to authorize Mayor Walt Nelson’s signature on the Idaho Department of Transportation’s letter acknowledging that the City of Gooding agrees to the abandonment of the irrigation system that is carried through the intersection of State Highway 46- State Highway 26 in order to construct a traffic signal.  Motion seconded by Councilman France.  Motion carried unanimously.

Water Improvements/ Public meeting:  The Council would like to have a Spanish and Sign Language interpreter at the town hall meetings regarding water improvements.  They would also like a flyer created and distributed to cork boards throughout the City and tri-folds with information mailed to all homes.  In addition, the Council would like the Billing Clerk to add the dates for both October town hall meetings to be printed on this next month’s bills.  The Council would like the school contacted to see if they would be willing to put the dates on their reader board by the Land Title.

Copier Lease Agreement:  The clerk’s office is having issues with their current printer and would like to enter into a lease with Business Tech’s for a new printer.  Councilman Arkoosh moved to approve the lease of a new copier for the clerk’s office.  Motion seconded by Councilwoman Houser.  Upon roll call, Councilpersons Arkoosh, France and Houser voted aye.  Motion carried unanimously.

Department Reports

Officer in Charge Sjuni Bunderson:  None

Library Director Cindy Bigler:  Not present

Fire Chief Brandon Covey:  Fire Chief Brandon reported that the new independent tack channel for the Fire Department will be open as of Thursday.  He also reported that the Rural Fire Department has offered to purchase property adjacent to what they already own in order to build closer to Main Street when the new fire station is built.

Public Works Director Todd Bunn:  Public Works Director Todd Bunn explained that Jed McGuire has a tin building across from Stockham’s Meats that has water services but no sewer services.  He would like the City to put in a sewage holding tank that would be made to comply with State plumbing regulations.  Councilman France would like South Central Health District contacted.

City Clerk Morri Hall:  City Clerk Morri Hall submitted letters and notices of interest to the Council.

Executive Session:  Councilman France moved to adjourn into executive session in accordance with Idaho Code 67-2345 Section (b) to consider the evaluation, dismissal or discipline of an employee.  Motion seconded by Councilman Arkoosh. Upon roll call, Councilpersons Arkoosh, France and Houser voted aye.  Motion carried unanimously.

The meeting reconvened; there being no further business, the meeting adjourned.
