Budget Workshop

The budget workshop of the Council of the City of Gooding, Idaho was called to order at 6:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on June 19, 2013.

Roll Call

Present were Councilpersons Arkoosh, France, Houser and Magnelli.

Staff

Present were Public Works Director Todd Bunn, City Clerk Morri Hall and City Treasurer Kathy Lehr. Library Director Cindy Bigler, Fire Chief Brandon Covey and Police Chief Jeff Perry were not present.

Visitors

Present was Alfie Eichholz.

Purpose

The purpose of the special meeting was to discuss the Fiscal Year 2013-14 Budget.  The Council decided to add any money from the construction roll to the General budget.  The Council decided to raise the healthcare benefit budget by 10% in anticipation of healthcare reform as vendors have not been able to give the City an estimate of how much healthcare benefits will go up.  After evaluating the bank fees for several different local banks, the Council has decided to keep their accounts where they are.

There being no further business, the work session adjourned.

Regular Meeting

The regular meeting of the Council of the City of Gooding, Idaho was called to order at 7:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on June 19, 2013.

Moment of Silence

Council President Vern France observed a moment of silence in honor of Mayor Duke Morton’s recent passing.

Roll Call

Present were Councilpersons Arkoosh, France, Houser and Magnelli.  Council President Vern France presided over the meeting.

Visitors

Present was Alfie Eichholz.

Changes to Agenda (Idaho Code 67-2343 Sec 4 (b))

Consent Calendar

(Consent Calendar contains items which require formal Council action, but which are typically routine or not of great controversy.  Council members can approve the items listed on the consent calendar as one item or, if finding a correction needs to be made, can pull that item for discussion.  There will be no separate discussion on these items unless a Council Member or a member of the audience requests removal of the items from the Consent Calendar.)

Council President France asked, “Consent Calendar Items numbered are before you, are there any items to be removed?”  There being no objection, Councilman Arkoosh moved to approve:

Motion seconded by Councilman Magnelli.  Motion carried unanimously.

Unfinished Business

Lincoln Inn Parking Lot Lease:  The council tabled this agenda item pending a discussion with the new owner.

Customer Service Policy:  The customer service policy puts in place fair and equitable policies to ensure the financial health and stability of the City of Gooding.  The Council has tabled this item until a separate work session can be scheduled to discuss it further.

Gooding Dog Group:  On March 18, 2013, Nan Reedy addressed the Council regarding the adoption of dogs in Gooding as well as Municipal fees associated with dogs.  Mrs. Reedy suggested the City change the cost to license dogs from $10.00 per dog to $10.00 for unneutered/unspade dogs and $5.00 for neutered/spade dogs.  Mrs. Reedy also suggested the Council add a line in the current dog ordinance #666 stating that if an approved dog rescue group exists and the vet deems the impounded dogs fit for adoption that the dogs are to be given to the dog group instead of being euthanized.  The Council discussed eliminating the “within one year” language in City Code 6-3-14 regarding penalties for those violating any provision of the dog ordinance.  The Council has tabled this item until a separate work session can be scheduled to discuss it further.

Gay Yow- Chickens within the City Limits:  In the June 3, 2013 meeting, Mrs. Gay Yow provided the Council with five (5) pages of information in support of allowing chickens within the City limits.  According to Mrs. Yow many cities are changing laws to allow backyard or urban chickens in an effort to “go green”.  The Council has tabled this item until a separate work session can be scheduled to discuss it further.

New Business

Ordinance 681– Creating One-Way Street on 9th West- 2nd reading:  A proposed ordinance of the City of Gooding, Gooding County Idaho establishing that 9th Avenue West between Idaho Street and Nevada Street shall hereinafter be a one-way street with all vehicular traffic moving west was read by title for the second time.

Idaho Community Block Grant- WEL Company: Region IV Development sent a request to the Idaho Department of Commerce to lower the job requirements from 21 jobs created to 11 jobs created to fulfill the Idaho Community Block Grant contract for the WEL Company.

Aviation Proclamation:  The City Council agreed to proclaim General Aviation a vital strategic resource to the State of Idaho and declared June to be General Aviation Appreciation Month.

Bond Attorney:  The Council decided to move forward in hiring Attorney Stephanie Bonney to prepare the Bond language regarding the water improvement project for this November’s election.

Capital Improvement Request:  The air conditioner for the Library is not working properly.  The bid to repair the air conditioner is approximately $1,200.  The Council discussed the expense.  Councilman Magnelli moved to pay for the air conditioner repair for the Library out of the Capital Improvement Fund up to $1,200.  Motion seconded by Councilwoman Houser.  Motion carried unanimously.

Schedule Town Hall Meeting regarding Water Improvements:  The Council decided to hold off scheduling the Town Hall Meeting until we find out when and if the Walker Center is available.

Schedule Workshop:  A Budget Workshop for FY2013-14 and water improvements was scheduled 6:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on June 25, 2013.

Department Reports

Mel Magnelli:  Councilmember Mel Magnelli acknowledged the Fire Department for doing an excellent job on the residential fire North of town.

Police Chief Jeff Perry:  Police Chief Jeff Perry reported that his department will participate in the Firemen’s Benefit Barbecue on June 29, 2013.  They will have a Safety Days booth for safety kits, car seats, bike helmets and a raffle.

Fire Chief Brandon Covey:  Fire Chief Brandon Covey was not present.

Public Works Director Todd Bunn:  Public Works Director Todd Bunn reported that Glanbia is hosting Family Fun Day at the East Park on June 21, 2013.

City Clerk Morri Hall:  City Clerk Morri Hall gave a report on Operation Facelift.  The Ranch Bowl was chosen as an Economic Development location for the City of Gooding.  Glanbia donated $500 and a volunteer workforce, Ace Hardware donated 15 gallons of paint, Franklin Building Supply donated paint, hardware and at-cost materials for the roof, Gooding Lumber donated the use of their power washer, Valley Coop donated painting supplies and Tom Stevenson donated his spray gun and time to paint the building.  The owners are incredibly grateful and have put a tremendous amount of time into fixing up the property.

Executive Session:  Councilwoman Houser moved to adjourn into executive session in accordance with Idaho Code 67-2345 Section (f) to communicate with legal counsel.  Motion seconded by Councilman Arkoosh. Upon roll call, Councilpersons Arkoosh, Houser and Magnelli voted aye.  Motion carried.

The meeting reconvened at 8:30 p.m.
