The special meeting regarding irrigation of the Mayor and Council of the City of Gooding, Idaho was called to order at 6:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on March 25, 2013.
Present were Mayor Morton, Councilpersons Arkoosh, France, Houser and Magnelli.
Present were Tim Weaver, Mitch Rogers, Todd Bunn and Morri Hall.
Changes to Agenda (Idaho Code 67-2343 Sec 4 (b))
The purpose of the special meeting was to discuss the operation of the irrigation system. The council evaluated the hours of operation, reduction of overtime, concerns of water being left in the system overnight, and the irrigation of large acreages.
After discussing the issues the Council instructed Bunn, Weaver and Rogers to work on reducing the amount of overtime the irrigators are accumulating. They are to monitor the ditch riders and evaluate the amount of time individual property owners are using water. They were also instructed to keep track and log the amount of time employees from other departments work on irrigation. The logs will also need to keep track of the equipment from the other departments used on the irrigation department.
The council reviewed the irrigation operation policy that was established by the Mayor and Council in 1992. It became apparent this policy was never implemented and we still have the same problems now that we had in 1992. It was decided to monitor the operation of the 2013 irrigation season and determine how to implement and enforce this policy for the 2014 season.
