The regular meeting of the Mayor and Council of the City of Gooding, Idaho was called to order at 7:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on February 19, 2013.
Present were Mayor Morton, Councilpersons Arkoosh, Houser and Magnelli. Councilman France was not present.
Present was Carleen Herring, Alfie Eichholz and Dale Bunn.
Changes to Agenda (Idaho Code 67-2343 Sec 4 (b))
Councilman Arkoosh moved to add “Resolution 220- Fair Housing” and “Board of Corrections- Change public hearing date” to the agenda. Motion seconded by Councilman Magnelli. Upon roll call, Councilpersons Arkoosh, Houser and Magnelli voted aye. Motion carried.

Mayor Morton asked, “Consent Calendar Items numbered are before you, are there any items to be removed?” There being no objection, Councilman Arkoosh moved to approve:

Region IV Development: Carleen Herring from Region IV Development addressed the council regarding the Idaho Community Block Grant (ICBG) Application. The City of Gooding scored second out of fourteen proposals state-wide. The Economic Advisory Council (EAC) has approved the water project to be considered for funding at their April 4, 2013 meeting. This requires the City to submit a written and electronic addendum to the application by March 1, 2013. The awarding of the ICBG funds is pending the approval of judicial confirmation and the final approval of the March 1, 2013 application.
Resolution 220- Fair Housing: Councilman Arkoosh moved to adopt the Fair Housing Resolution 220. Motion seconded by Councilwoman Houser. Motion carried unanimously.
Audit Report: CPA Dale Bunn of FBWB, Chtd, presented the City’s audit for the fiscal year beginning October 1, 2011 and ending September 30, 2012. Bunn gave a quick analysis on the financial statements and provided views on reported findings, conclusions and recommendations as well as planned corrective actions. The City financial practices were correct and the financial records accurately reflected the financial condition of the city. The Mayor thanked Mr. Bunn and advised him if the council had any questions after reviewing the audit, they would contact him.
Sale of Airport Land: Pursuant to Idaho Code 50-1403 a hearing regarding the proposed sale of municipal real property located at the northwest corner of 1600 East 2000 South, Gooding, ID 83330 was scheduled for February 22, 2013 at 11:30 am in the Municipal Building at 308 5th Ave West, Gooding, Idaho. The notice was published in the Times News on February 7, 2013. The public auction was scheduled for March 18, 2013 at 6:30 pm in the Municipal Building at 308 5th Ave West, Gooding, Idaho. The minimum price is $730,000.00. Bidders are required to bring a cashier’s check in the amount of $10,000 at the time of the auction. Successful bidders must close within 60 days and pay $10,000 down in earnest money.
Lincoln Inn Parking Lot Lease: The council tabled this agenda item pending additional information regarding the original lease agreement.
Facility Planning Study: The council tabled this agenda item pending the decision regarding judicial confirmation of the water improvement project.
Irrigation Board of Corrections: The Irrigation Board of Corrections hearing was changed to 6:00 pm on March 18, 2013 in the Municipal Building at 308 5th Ave West, Gooding, Idaho. The purpose of the hearing is to correct any error or mistake that may have been found in the said assessments. Such assessments levied for the maintenance and operation of the irrigation works. The notice was published in the Times News on February 21 & 28, 2013.
