Special Meeting

The special meeting of the Mayor and Council of the City of Gooding, Idaho was called to order at 6:30 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on January 22, 2013.

Roll Call

Present were Mayor Morton, Councilpersons France, Houser and Magnelli.  Councilman Arkoosh was not present.

Visitors

Present was Alfie Eichholz.

Purpose

In accordance with Idaho Code 50-1807 on or before the 4th Monday of January of each year the city clerk shall prepare an assessment book.

The purpose of the special meeting was to study the number of lots billed and the estimated irrigation revenues, subsequently arriving at a reasonable sum for the ensuing calendar year.  Discussion was held and the Council agrees the rates do not need to be increased at this time.

The Regular Meeting of the Mayor and Council of the City of Gooding, Idaho was called to order at 7:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on January 22, 2013.

Roll Call

Present were Mayor Morton, Councilpersons France, Houser and Magnelli.  Councilman Arkoosh was not present.

Visitors

Present were Alfie Eichholz and Tina Holland.

Changes to Agenda (Idaho Code 67-2343 Sec 4 (b))

Councilman France moved to add “Effective date for compensation for municipal fees” to the agenda.  Motion seconded by Councilman Magnelli.  Upon roll call, Councilpersons France, Houser and Magnelli voted aye.  Motion carried.

Consent Calendar

(Consent Calendar contains items which require formal Council action, but which are typically routine or not of great controversy.  Council members can approve the items listed on the consent calendar as one item or, if finding a correction needs to be made, can pull that item for discussion.  There will be no separate discussion on these items unless a Council Member or a member of the audience requests removal of the items from the Consent Calendar.)

Mayor Morton asked, “Consent Calendar Items numbered are before you, are there any items to be removed?”  There being no objection, Councilman France moved to approve:

  1. Minutes of the January 7, 2013 meeting

Motion seconded by Councilwoman Houser.  Motion carried unanimously.

Visitors Business

Ordinance 5-9-10- Tina Holland:  Ordinance 5-9-10 states it is unlawful for any person to occupy a trailer coach for more than twenty four hours within the City limits.  Holland’s were given notice of the ordinance violation and asked to have their renter move out of their 5th wheel trailer located at 280 East Roosevelt, Gooding, ID 83330.  Tina Holland requested a 90-day extension to this ordinance due to bad weather.  Councilman France moved to grant the Holland’s a 90-day extension to ordinance 5-9-10.  Motion seconded by Councilwoman Houser.  Motion carried unanimously.

Unfinished Business

Windy Acres Lease Renewal Airport Farm Lease:  City Council tabled this agenda item pending an appraisal on the ground.

Sale of Airport Land:  City Council tabled this agenda item pending an appraisal on the ground.

New Business

Irrigation Rate Increase:  After review of anticipated expenses for the irrigation department, no increase is needed for the 2013 irrigation season.  Councilman Magnelli moved to set the 2013 irrigation rates at:

  • Irrigated lots- $39.91 per lot
  • Non-irrigated lots- $9.60 per lot
  • Irrigated acres- $103.85 per acre

Motion seconded by Councilman France.  Motion carried unanimously.

Southern Idaho Tourism:  Southern Idaho Tourism submitted an invoice for dues of $300.00.  Southern Idaho Tourism promotes and markets tourism and recreation in our area; they mail packets to those wishing to visit our area.  Councilman Magnelli moved to approve payment of three hundred dollars ($300.00).  Motion seconded by Councilwoman Houser.  Motion carried unanimously.

Effective date for compensation for municipal fees:  Councilman France moved to adopt a $.57 raise for Jerry Butler, Mitch Rogers, Noel Edwards, Sjuni Bunderson, Teresa Thiemann, Tim Weaver, Todd Bunn, and Jeff Perry effective March 1, 2013.  The City will start billing these employees for water, sewer, sewer debt service and sanitation services effective March 1, 2013 with the first payment due April 10, 2013.  Motion seconded by Councilman Magnelli.  Motion carried unanimously.

Department Reports

Mayor Duke Morton:  Mayor Duke Morton explained the possible ramification of the personal property tax legislation that is being considered in 2013.  If this legislation passes, the City of Gooding could lose up to $55,732 in personal property tax revenue.

Police Chief Jeff Perry:  No report.

Fire Chief Brandon Covey:  Not present.

Public Works Director Todd Bunn:  Public Works Director Todd Bunn reported the public works department has had to deal with a lot of frozen water and sewer lines due to the cold weather.

City Clerk Morri Hall:  Councilman Magnelli moved to allow City Clerk Morri Hall to attend the 2013 Mountain West Clerks and Treasurers Institute that will be held from March 20-22 at the Riverside Hotel at 2900 Chinden Blvd. at a total cost of approximately $536.00.  Motion seconded by Councilwoman Houser.  Motion carried unanimously.

Executive Session:  Councilman France moved to adjourn into executive session in accordance with Idaho Code 67-2345 Section (a) to discuss hiring a public officer, employee or staff member & (b) to hear complaints or charges brought against a public officer, employee or staff member.  Motion seconded by Councilman Magnelli. Upon roll call, Councilpersons France, Houser and Magnelli voted aye.  Motion carried.

The meeting reconvened at 8:00 p.m.

City Treasurer- Kathy Lehr:  Upon exiting Executive Session, Councilman France moved to approve the Gooding City Organizational Chart showing Kathy Lehr as the City Treasurer with oversight over the Billing Clerk position.  Kathy Lehr will become a salaried employee and paid $20.39 per hour effective February 1, 2013.  Motion seconded by Councilman Magnelli.  Motion carried unanimously.

Billing Clerk- Hollye Lierman:  Upon exiting Executive Session, Councilman France moved to approve the Gooding City Organizational Chart showing Hollye Lierman as the Billing Clerk, supervised by City Treasurer Kathy Lehr.

There being no further business, the meeting adjourned.
