Regular Meeting

The regular meeting of the Mayor and Council of the City of Gooding, Idaho was called to order at 7:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on December 3, 2012.

Roll Call

Present were Mayor Morton, Councilpersons Arkoosh, France, Houser and Magnelli.


Present were Alfie Eichholz, Tom Mannschreck, Barbara Mannschreck and George Yerion.

Changes to Agenda (Idaho Code 67-2343 Sec 4 (b))

Councilman France moved to add “Valley Country Store Alcoholic Beverage License” and “Brockway Engineering” to the agenda under New Business.  Motion seconded by Councilman Arkoosh.  Upon roll call, Councilpersons Arkoosh, France, Houser and Magnelli voted aye.  Motion carried.

Consent Calendar

(Consent Calendar contains items which require formal Council action, but which are typically routine or not of great controversy.  Council members can approve the items listed on the consent calendar as one item or, if finding a correction needs to be made, can pull that item for discussion.  There will be no separate discussion on these items unless a Council Member or a member of the audience requests removal of the items from the Consent Calendar.)

Mayor Morton asked, “Consent Calendar Items numbered are before you, are there any items to be removed?”  There being no objection, Councilman France moved to approve:

  1. Minutes of the November 19, 26 & 30, 2012 meetings
  2. Payroll in the amount of $98,056.86
  3. Building Permits

Motion seconded by Councilman Arkoosh.  Motion carried unanimously.

Visitors Business

Gracehills, LLC:  Thomas Mannschreck provided the Council with an update on the Gracehills Apartment Project.  Gracehills would like to dedicate the sidewalk that runs between Ridley’s and Kings to the City.  City Council mentioned home owners maintain their own sidewalks and the City does not own the sidewalks in town but the Council will consider the dedication.

Unfinished Business

Tree City USA Recertification:  The Tree City USA recertification is due by the end of the year.  Mayor Morton talked to Lou Pence, Terry Platts, Carmen Korsen and Nan Reedy about serving on the tree committee and they all accepted.  Councilman France moved to recertify as a Tree City USA City.  Motion seconded by Councilman Arkoosh.  Motion carried unanimously.

Southfield Dairy Lease Renewal:  Southfield Dairy leases 20.22 acres of farmland from the City of Gooding.  Councilman Arkoosh moved to authorize the Mayor’s signature to renew the Southfield Dairy lease for the 20.22 acres of farmland at a rate of $100 per acre per year.  Motion seconded by Councilwoman Houser.  Motion carried unanimously.

Windy Acres Lease Renewal Airport Farm Lease:  City Council tabled this agenda item until the next meeting.

Robert Meyers Farm Lease Renewal:  Robert Meyers leases approximately 6 acres of farmland from the City of Gooding.  Councilman Magnelli moved to authorize the Mayor’s signature to renew the Robert Meyers lease for approximately 6 acres of farmland at a rate of $50.00 per acres per year for a period of 5 years.  Motion seconded by Councilman Arkoosh.  Motion carried unanimously.

Employee Appreciation:  To show appreciation for the work they do, Councilman France moved to reward full time employees with a $50.00 grocery gift card; the part-time/seasonal employees with a $25.00 grocery gift card except the Library as their board may be doing something separate.  Motion seconded by Councilman Arkoosh.  Motion carried unanimously.

New Business

Ordinance 679:  Ordinance #679, repealing Gooding Code Section 6-1-4 regarding barbed wire and electric fences was read fully and distinctly.  Councilman France moved that the same be numbered and adopted as Ordinance No. 679 of the City of Gooding and the second and third readings be waived.  Motion seconded by Councilman Arkoosh, and upon roll call the same was unanimously carried.

Valley Country Store Alcoholic Beverage License:  The Valley Country Store moved from 200 2nd Ave West to 2442 Main Street.  They would like permission from the Council to use their 2012 Beer and Wine License at their new address.  Councilman Arkoosh moved to allow the Valley Country Store to use their 2012 Beer and Wine License at 2442 Main Street.  Motion seconded by Councilman France.  Motion carried unanimously.

Brockway Engineering:  Brockway Engineering estimates the remaining work to finish the Ground Water Modeler will be $2,200.00. Councilman France moved to accept the additional $2,200.00 estimate from Brockway Engineering to complete the Ground Water Modeler.  Motion seconded by Councilman Arkoosh.  Motion carried unanimously.

Department Reports

Mayor Duke Morton:  Mayor Duke Morton reported he will be attending the upcoming AIC meeting in Boise regarding new legislation.  He invited everyone to attend the Open House for the New Chobani factory in Twin Falls on 12/7/2012.  Mayor Morton also reported the City of Rupert has a large dry milk manufacturing plant coming to town.  Mayor Morton has been talking to the Planning and Zoning Board.  Patty Bauscher does not want to serve next term, however, Terry Platts, Larry Hann and Deanna Lenker are willing to serve again.

Police Chief Jeff Perry:  Police Chief Jeff Perry reported the new police vehicles will be picked up sometime later this week.  They will surplus extra equipment that cannot be used in the new vehicles.  Chief Perry also reported officer Prock-Jones passed his written and physical fitness tests and will be receiving his certification paperwork shortly.  Officer Marolf will be attending the POST academy this next July.  Chief Perry visited the new Valley Country Store where they showed him the state of the art surveillance system.  The police department charge card was compromised, will be destroyed and a new one issued.

Fire Chief Brandon Covey:  None

Public Works Director Todd Bunn:  The State Department of Transportation sold the City of Gooding 300 concrete barriers for only $25.00 apiece.

City Clerk Morri Hall:  City Clerk Morri Hall reported the yearly audit will be this week and there is payroll training in Twin Falls on December 18, 2012.
