Regular Meeting

The regular meeting of the Mayor and Council of the City of Gooding, Idaho was called to order at 7:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on October 1, 2012.

Roll Call

Present were Mayor Morton, Councilpersons Arkoosh, France, Houser and Magnelli.


Present was Alfie Eichholz.

Changes to Agenda (Idaho Code 67-2343 Sec 4 (b))


Consent Calendar

(Consent Calendar contains items which require formal Council action, but which are typically routine or not of great controversy.  Council members can approve the items listed on the consent calendar as one item or, if finding a correction needs to be made, can pull that item for discussion.  There will be no separate discussion on these items unless a Council Member or a member of the audience requests removal of the items from the Consent Calendar.)

Mayor Morton asked, “Consent Calendar Items numbered are before you, are there any items to be removed?”  There being no objection, Councilman France moved to approve:

  1. Minutes of the September 17, 25 and 26, 2012 meetings
  2. Accounts Payable in the amount of $89,650.32
  3. Payroll in the amount of $106,852.02
  4. Building Permits

New Business

All Hazards Mitigation Plan:  Whisper Mountain Professional Services is working with Gooding County to submit a 2013 Pre-Disaster Mitigation Grant Application. The purpose of this grant is to update the County’s All Hazard Mitigation Plan (AHMP). Previously the City has been a participant in this plan and as part of the grant application.  Councilman Arkoosh moved to authorize the Mayor to sign the Notice of Intent of Participation and Adoption of the County’s All Hazard Mitigation Plan.  Motion seconded by Councilman Magnelli.  Motion carried unanimously.

Building Inspector Agreement:  The Building Inspector Memorandum of Agreement expired on September 30, 2012.  The terms are the same as the previous agreement.  Councilman Magnelli moved to authorize Mayor Morton to sign and accept the Memorandum of Agreement by and between the City of Gooding, Idaho and the County of Gooding, Idaho for building inspections services beginning October 1, 2012 and ending September 30, 2013.  Motion seconded by Councilwoman Houser.  Motion carried unanimously.

Vaisala Agreement:  Vaisala proposes to provide maintenance and scheduled service for the non-directional beacon at the Gooding Municipal Airport from December 1, 2012 to November 30, 2013.   Councilman France move to authorize the Mayor to sign a Maintenance Agreement with Vaisala for annual fee of $4,980.00.  Motion seconded by Councilman Arkoosh.  Motion carried unanimously.

Resolution 215- Authorizing Destruction of Records:  Idaho code 50-907 requires the City Council to authorize destruction of records that are not required to be retained as permanent. Councilman Arkoosh moved to adopt and pass Resolution #215 authorizing the destruction of police records listed in the resolution.  Motion seconded by Councilwoman Houser.  Motion carried unanimously.

Capital Improvement CD:  The CD containing Capital Improvement funds will roll over into an 18 month CD at .3% interest on October 1, 2012.  The previous interest rate was .8% for an 18 month CD.  The City of Gooding has until October 10, 2012 to roll the money into another CD; 24 months at .4%, 30 months at .5%, 36 months at .6%, 48 months at .9% and 60 months at 1.0%.  Council discussed options and wants more information on money market accounts before making a decision.

Containment Pad Expansion for Crop Jet Aviation:  George Parker doing business as Crop Jet Aviation would like to pour a concrete pad 25’ x 40’ at the Gooding Municipal Airport.  The pad will attach to the East side of the existing pad in order to increase the containment pad area.  The pad will be sloped to the existing pad for drainage purposes.  Council discussed the expansion.  A new lease will need to be signed to include the expansion.  Councilman France moved to approve the containment pad expansion of 25’ x 40’ for Crop Jet Aviation.  Motion seconded by Councilman Magnelli.  Motion carried unanimously.

Department Reports

Mayor Duke Morton:  Mayor Duke Morton announced the Gooding Youth Ranch will be closing and selling their building.

Police Chief Jeff Perry:  Police Chief Jeff Perry reported that there have been several fights and foot pursuits over the last few weeks.  The Gooding County Police Department has been good to jump in and help in these situations.

The fire department had a condemned house donated to them for training; there were no neighbors for miles.  Before the fire department did their controlled burn, the police department set up scenarios for live gun fire training in a house setting.

There was a pickup vs. bicycle accident on 5th and Main.  Although the man on the bicycle was in the crosswalk, witnesses said he was stopped on the sidewalk and shot out in front of the pickup.  The bicyclist sustained several broken bones.  The Council mentioned they would like to see the City Police Department host bicycle training at the Gooding Schools as they see a lot of people ride their bikes through the crosswalks instead of walk them through the crosswalks.

The Gooding City Police Department will be assisting the National Guard with suicide prevention.  Idaho has the highest rate of suicide within the National Guard.  The department will help with training and support.

The Gooding City Police will be handing out brochures and spreading awareness this month as October is Domestic Violence Awareness month.

Fire Chief Brandon Covey:  Fire Chief Brandon Covey reported that they performed five (5) controlled burns on a condemned house that was donated to the Fire Department for training.

Public Works Director Todd Bunn: Public Works Director Todd Bunn reported that the irrigation season is over for the year.

City Clerk Morri Hall:  City Clerk Morri Hall requested to attend a one-day seminar in Twin Falls, ID on December 18, 2012 regarding 2013 payroll laws at a cost of $199.  Councilman France moved to allow City Clerk Morri Hall to attend the 2013 payroll law training at a cost of $199 on December 18, 2012.  Motion seconded by Councilman Arkoosh.  Motion passed unanimously.

Executive Session

Councilman France moved to adjourn into executive session in accordance with section (f) of Idaho Code 67-2345 to communicate with legal counsel.  Motion seconded by Councilman Arkoosh.  Upon roll call, Councilpersons Arkoosh, France, Houser and Magnelli voted aye.  Motion carried unanimously.

Meeting reconvened at 8:00 pm.
