Regular Meeting
The regular meeting of the Mayor and Council of the City of Gooding, Idaho was called to order at 7:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on September 4, 2012.
Roll Call
Present were Mayor Morton, Councilpersons, France, Houser and Magnelli. Councilman Arkoosh was absent.
Visitors
Present were Jan Gooding, Charmy Leavell, Lonnie Leavell, Rob Gaines, Karl Danielson and Karolyn Gaines.

Mayor Morton asked, “Consent Calendar Items numbered are before you, are there any items to be removed?” There being no objection, Councilman France moved to approve:

New Business
Set Public Hearing to Amend Budget for FY2011-12: A public hearing to consider public comments regarding an amendment to the FY2011-12 budget by appropriating additional monies received by the City of Gooding was scheduled for September 25, 2012 in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho at 6:00 pm.
County Prosecutor Contract: The current Gooding County Prosecutor is Calvin Campbell. Mr. Campbell has recently accepted another opportunity and will be resigning as Gooding County Prosecutor. Mayor Morton asked permission from the Council to enter into a contract with the same terms as the previous contract once a new Gooding County Prosecutor is selected.
Councilman Magnelli moved to allow Mayor Morton to enter into a contract for Gooding County Prosecutor with the same terms as the previous contract once a new prosecutor is selected. Motion seconded by Councilwoman Houser. Motion carried unanimously.
Glass Recycling: The City of Gooding received an email from Anthony Navarro of Idaho State University regarding an opportunity to recycle glass products in a cost efficient way. Mr. Navarro expects these efforts to save landfill space and money spent in tipping fees that many municipalities pay per ton of waste that is deposited into the landfill. This program plans to donate $1.00 for every ton of glass that is processed to corresponding school districts, food banks, or similar programs which directly benefit the local community. Mayor Morton contacted Mr. Navarro who will be providing additional information to the Council regarding costs and expectations.
Gooding Cinema: Congratulations to the Gooding Cinema on being selected “Most Improved Business” for Operation Facelift 2012. The Gooding Cinema has worked hard to remove lead paint and then re-painted and decorated the outside of their building. Your commitment and contributions to your community are appreciated. You have set an excellent example for others to follow in building community pride and downtown commerce.
Department Reports
Mayor Duke Morton: The City of Gooding received a letter from Senator Brent Hill. The Idaho Legislature is considering eliminating the tax on personal property owned by businesses throughout the state. The letter is asking for a response explaining the consequences on revenue for the City of Gooding if this legislation is passed. Mayor Morton spoke with County Assessor Patty Bauscher and the City of Gooding would stand to lose a substantial amount of revenue. The City Council is concerned that this legislation would shift the tax burden onto others and would like to write a well thought out response.
Mayor Morton and Public Works Director Bunn met with George Parker regarding his airport containment pad. He agrees some changes need to be made to catch dry fertilizer spills and has a plan to make that happen.
Mayor Morton and Public Works Director Bunn have a scheduled call with Mark Mendenhall on September 5, 2012 at 2:30 regarding the River Wall project.
Police Chief Jeff Perry: Absent
Fire Chief Brandon Covey: Fire Chief Covey took a fire crew to help with the Trinity Ridge fire by Featherville. They worked with 11 different departments from throughout the valley and were key contributors to the Featherville back-burn. Other than the Trinity Ridge fire, things have been slow for the fire department with only 4 calls in the last month.
Public Works Director Todd Bunn: None
City Clerk Morri Hall: City Clerk Hall asked the Council’s permission to attend the Idaho Chapter of PRIMA’s 2012 Fall Training on October 19, 2012. Permission was granted.
Executive Session
Councilman France moved to adjourn into executive session in accordance with section (f) of Idaho Code 67-2345 to communicate with legal counsel. Motion seconded by Councilman Magnelli. Upon roll call, Councilpersons France, Houser, and Magnelli voted aye. Motion carried.
Meeting reconvened at 8:00 pm.
