Public Hearing

PURSUANT TO Idaho Code 50-1002 a public hearing was held at 308 5th Ave West, Gooding, Idaho on August 6, 2012 at 7:00 pm for consideration of the proposed budget for the fiscal year from October 1, 2012 to September 30, 2013.

Roll Call

Present were Mayor Morton, Councilpersons Arkoosh, France, Houser and Magnelli.

Visitors

Present was Ed Reagan.

Public Comment

There was no testimony.  The public hearing closed.

Regular Meeting

The regular meeting of the Mayor and Council of the City of Gooding, Idaho was called to order at 7:10 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho on August 6, 2012.

Present was Ed Reagan, Ken Bergstrom and Cheryl Bergstrom.

Consent Calendar

(Consent Calendar contains items which require formal Council action, but which are typically routine or not of great controversy.  Council members can approve the items listed on the consent calendar as one item or, if finding a correction needs to be made, can pull that item for discussion.  There will be no separate discussion on these items unless a Council Member or a member of the audience requests removal of the items from the Consent Calendar.)

Mayor Morton asked, “Consent Calendar Items numbered are before you, are there any items to be removed?”  There being no objection, Councilman France moved to approve:

  3. Payroll in the amount of $114,803.12

Visitor Business

Ken Bergstrom:  Desert Hills Community Church Pastor Ken Bergstrom asked the Council if the City could help re-build the Community Church sign at the entrance of town.  The Council discussed his request and will take the request under consideration.  Councilman Magnelli will speak with the owner of the property where the sign was previously installed to ensure he is willing to allow it to be re-built on his property.

New Business

Sewer Rate Increase: PURSUANT TO Idaho Code 63-1311A the City of Gooding, Idaho held a Public Hearing at 5:30 p.m. on July 23, 2012, at the Gooding City Hall, 308 5th Ave West, Gooding, Idaho to consider public comment regarding the institution of increased sewer fees to offset the costs of operation, repairs, and maintenance of the sewer department.  The Council discussed the amount needed to offset costs.

Councilman Magnelli moved to raise sewer rates by $6.00 per equivalent starting October 1, 2012.  Motion seconded by Councilman France.  Motion carried unanimously.

Sign Permits:  North Canyon Medical Center, Gooding Family Physicians, Desert Hills Community Church, Valley Country Store and McDonalds submitted applications for new signs.  All of the signs have been approved through the building inspector.

Councilman Arkoosh moved to approve the sign permits for North Canyon Medical Center, Gooding Family Physicians, Desert Hills Community Church, Valley Country Store and McDonalds.  Motion seconded by Councilman Magnelli.  Motion carried unanimously.

Corporate Technologies:  The City received a quote for equipment and software upgrades to the computer system.  These upgrades are required for the application upgrade for Caselle, the main program used to run the billing and accounting department for the City.  Councilman Arkoosh moved to approve the quote from Corporate Technologies in the amount of $9,874.26 for equipment and software upgrades.  Motion seconded by Councilwoman Houser.  Motion carried unanimously.

Department Reports

Police Chief Jeff Perry:  Chief Perry reported that a tractor trailer took out the stop sign by the Maverick.  The police and city workers coordinated to put up a temporary sign until the Highway Department can replace it.  The police are creating a door tag for minor ordinance infractions like weed control.  This will reduce the amount of postage it costs the City to mail out the notice for the minor infractions.

Fire Chief Brandon Covey:  Chief Covey reported the Fire Department had 18 calls this last month, mostly medical assist calls.  The Fire Department has 3 new volunteer recruits.  Brandon Covey, Pat Bishop, and a few other firemen will be attending ethanol training at the College of Southern Idaho on Tuesday August 7, 2012.

Public Works Director Todd Bunn:  Public Works Director Bunn reported the new pump at the golf course has been fenced in.  His crew will be overlaying asphalt from Zions to Ace Hardware starting Tuesday August 7, 2012.  They also plan to re-paint the crosswalks in anticipation of the Gooding County Fair and Rodeo next week.

Airport Manager Dale Thomas:  Dale Thomas reported that required testing for the airport is finished and went well.  His crew continues to battle weeds at the airport.  They also had a total of 26 planes fly in.  The BLM has been using the Gooding Airport for the last 12 days to fight fires and the military has expressed interest in using the Gooding Airport in September.

City Clerk Morri Hall:  City Clerk Hall presented a card to the Council from the Girl Scout Troop #11.  The troop invited the Council to join their ceremony on August 23, 2012 at 6:00 pm at the First Southern Baptist Church.
