Special Meeting

A Special meeting of the Mayor and Council of the City of Gooding, Idaho to discuss the Budget for Fiscal Year 2012-13 and the Release and Indemnity Agreement for Irrigation was held on May 25, 2012 at 1:30 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho.

Council Present

Present were Mayor Morton, Councilpersons Arkoosh, France, Houser and Magnelli.

Staff Present

Present were Public Works Director Todd Bunn, Fire Chief Brandon Covey, Deputy City Clerk Morri Hall, Librarian Pat Hamilton, Attorney Craig Hobdey, City Clerk Carmen Korsen, City Treasurer Kathy Lehr and Police Chief Jeff Perry.

Purpose

The purpose of the special meeting was to discuss the revenue and expenses for the Fiscal Year 2012-13 budget.  The City will not have the final information to finish the budget until the New Construction roll is received from the County.

If there is enough money available in grants and donations the City plans to break ground on the new skate park in the spring of 2013.  The Airport is interested in purchasing the 12,000 gallon fuel tanks from the Valley Co-ops Inc.  Librarian Pat Hamilton reported she plans to retire in June 2013.  After reviewing the budget for the sewer department, the City council will discuss raising sewer fees sometime this year to cover maintenance and improvement costs.

The software the City uses for accounting, payroll, accounts payable, utility management/billing and cash receipting needs to be upgraded as the company used to host these services will not be able to provide the same support and maintenance for the old system.  The upgrade costs a total of $19,950.  The Council authorized the purchase from this year’s Capital Improvement Budget and for the money to be added back into the Capital Improvement Budget in Fiscal Year 2012-13.

The City Council discussed the Release and Indemnity Agreement for Irrigation.  A request for the release of liability for irrigation must be approved by the Council.  Releases are limited to one (1) irrigation season.

Special Meeting

A Special meeting to discuss the Department of Environmental Quality State’s Loan Priority List for water system improvements was scheduled for June 6, 2012 at 6:00 pm in the Gooding Municipal Building, 308 5th Ave West, Gooding, Idaho.

There being no further business, the meeting adjourned at 3:00 pm.
